A bone tube whistle about 6 inches long with several delicate bands of silver circling it down the shaft.

15:	There are 28 silver bands. The number 28 lunar cycle in magic is usually a reference to the Lunar Cycle.
20:	The bone is carved from a single piece of bone, most likely from an larger mammal. The silver bands are pure, giving the item some symbolic power, most like against Devils or Lycanthrope's.
25:	This whist is a Whistle of the Moon, made from the leg bone of an elf who was killed by a Lycanthrope. Playing the whistle in the presence of a lycanthrope will drive it to its true form.

Powers
Once per hour, when the whistle is blown any lycanthrope within 120' feet are considered stunned for 1-4 rounds, at the end of which they will be forced into the were-form. This effect can be resisted with a fortitude save of 22.
